BOVs only vent the air that is backed up from the throttle body being closed (ok, not closed, but hardly open) when you shift gears. Boost controllers fool the wastegate actuators into thinking there is less boost on acceleration, in turn, opening the wastegate more to compensate for (what it thinks is) less boost. Unless you have the anti-lag system installed on your car, you aren't boosting when you shift gears, therefore, when the boost controller is working, the BOVs aren't, and when the BOVs are opening, the boost controller isn't doing anything. Please don't flame me if I'm wrong, I just believe this to be the truth
